He likes to brainwash them, as we all know. Additionally, we are aware that he urgently wants Anna Devane and Robert Scorpio (Tristan Rogers) to stop interfering with him.
Robert and Anna will soon become too busy to bother Victor, according to his prediction. Did he say it because he was aware Anna was going to face murder charges? that Holly had been coerced into performing by him?

Victor had the option of stealing the mask or creating his own if he had known that this was a common practise. He could put the mask on Holly, send her to kill Lucy (Lynn Herring), command his drone to capture the precise evidence, ensure Holly had no memory of what happened, and then throw her into the ocean.
